Charge Letter
Dear Colleagues,
Thank you for your willingness to serve on the inaugural University of Illinois Urbana-Champaign Institutional Data Governance Board (IDGB). Your work will develop a foundation for cross-functional data sharing and reporting, and will iteratively build a robust, university-wide policy structure for the institutional data gathered and stored on campus.
The IDGB represents a significant step forward in the maturity of how the university collects, manages, and utilizes its institutional data. Your charge is to provide regular monitoring, direction-setting, and decision making for data governance efforts at Illinois and to ensure the operational side of data governance aligns with university priorities.
The IDGB will oversee and manage the development of official university policies and standards around data integrity, accessibility, and stewardship through the work of newly formed Data Stewardship Committees (DSCs). Each DSC is comprised of individuals in data leadership and stewardship roles with expertise in specific data domains. DSCs will make decisions around policies that address data within their respective domains, such as maintenance of data quality, auditing, access, compliance, and security. DSCs make policy recommendations, which the IDGB will review, finalize, and submit to the appropriate university bodies. DSCs are expected to meet at least once every two months.
A newly established position in the Division of Management Information (DMI), the Data Governance Coordinator, will coordinate and manage the IDGB’s work. This role is responsible for conducting day-to-day work in outreach, coordination, scheduling, and moderation of the processes that create the university’s data governance policies. This position will serve on the IDGB in an ex-officio capacity as well as aid in its operations.
The IDGB Chair will serve as a campus representative for the University of Illinois System and external efforts around data governance.
The IDGB will meet quarterly and will primarily be responsible for:
- Receiving and discussing updates from DSCs, including approving decisions on new data domain policies;
- Monitoring and updating DSC membership and evaluating proposed changes, including the creation, consolidation, or elimination of DSCs;
- Drafting communication strategies for announcing and documenting new and existing policies, building networks around data domains, and submitting data governance policies to the appropriate university bodies; and
- Coordinating with the University of Illinois System as well as Chicago and Springfield university data governance representatives to find opportunities for collaboration.
At the conclusion of each academic year, the Board will provide an annual update to me, the vice chancellors, and the Chief Information Officer. The report may include changes to the DSC structure, IDGB meeting minutes, and a summary of policy development by the DSCs or the IDGB. Membership changes deemed necessary by the IDGB, including temporary additions or changes in representation, may be made in consultation with my office, as executive sponsor, and by issuing this charge letter to new representative(s).
